About the Role:
Reporting to Director of Employee and Labour Relations, the Human Resources Business Manager is responsible for oversight of specific Region(s) for strategic development and management of human resources functions including regional planning, employee performance management and development, employee/ labour relations, privacy, HR program evaluation, occupational health and safety, and policies and procedures to improve the overall effectiveness of the agency. The Human Resources Business Manager works collaboratively with the Directors and Managers to assist their area in providing support to achieve individual and organizational goals ensuring that best practices in human resources management support goal achievement. The Human Resources Business Manager provides full client support ensuring awareness of legislation and regulations and provides advice on how to meet these requirements in their provision of services. Responsibilities may include:
- Through actions, supports the Mission, Vision, Values, Strategic Plan and core competencies of Kerry’s Place
- Develops and maintains positive mentoring and advisory relationships with Kerry’s Place Managers
- Develops communication plans, briefing notes, dashboards and presentations to all levels of Kerry’s Place, including Senior Leadership team and the Board
- Supports with Bargaining Unit negotiations, grievances and Arbitrations
- Act as the lead customer service agent for Kerry’s Place, receiving issues/complaints and facilitating timely resolution of these issues to the satisfaction of management clients
- Supporting managers in addressing complex labour and employee relations issues
- Act as a mentor and professional practice leader for other members of the human resources team with advanced experience in Labour Relations
- Liaising heavily with key union leadership with a view to developing highly functional relationships that advance the objectives of the organization
- Lead both formal and informal labour relations processes including grievance administration and Labour Management Committees
- Conduct, lead, execute full cycle workplace investigations, including preparing briefing notes with full analysis, aligned with departmental standards
- Oversees employee and labour relations to maximize employee satisfaction
- Interpret union-management agreements and represent management in the negotiation and settlement of grievances
- Leverage human capital measures to support management decision-making, short- and long-range planning and strategy development
- Participate in the development and implementation of HR policies, procedures and programs
- Ensures accuracy, completion and timely follow-up of documentation required by legislation and policy and procedures
- Develops and maintains positive working relationships with partners/stakeholders including partner agencies, legal advisors, government employees, Union and community contacts
- Attends HR department and leadership meetings and provides follow-up to ensure that action plans are implemented
- Report metrics and analytics along with supporting rationale to EMM and the Board relating to grievances, investigations and union updates
- Other duties as assigned
Education Qualifications:
- A degree in Human Resources, Labour Relations or a related field
- Certified Human Resource Leader (CHRL) designation preferred
Knowledge and Experience Requirements:
- 5-7 years of previous experience in a human resources generalist role
- Experience in a management role is preferred
- Direct health care, long term care, or public sector in an unionized environment preferred
- Excellent negotiation and consensus-building skills
- Coaching, counseling and facilitation skills needed to lead Managers/Directors in developing effective employee/labour relation practices
- Dependable and focused on finding solutions to advance organizational goals and objectives
- Demonstrated working knowledge of relevant Employee and Labour Legislation including Employment Standards, Ontario Labour Relations Act, Human Rights Code and OHSA
- Excellent interpersonal, problem solving, conflict resolution skills and judgment
- Excellent oral and written communication skills
- Strong organizational and time management skills, with attention to details
- Strong consulting, team building and mentoring/leadership abilities
- Strong project management (planning) and presentation skills
- Working knowledge of software such as: Microsoft Office, Email and HRMS/HRIS systems
- Demonstrated flexibility, innovation and creativity
- Self-motivated and self-directed
Working Conditions/Physical Requirements:
- Ability to work independently and effectively with minimal supervision and within timelines
- Ability to be flexible and motivated in dealing with a fluctuating and unpredictable workload
- A valid Driver’s License, with a minimum G2 and access to a reliable vehicle is required for business travel
